Great Britain ranks second among 45 countries by number of companies active in Ukraine's public procurement market — behind only Poland. Jus Collegium's evidence-based Prozorro research (2024–2026) shows that British businesses combine one of the broadest market presences among foreign bidders with a distinctly high-volume profile, while competitive performance still leaves room to grow.
Great Britain's defining feature on Prozorro is scale of activity paired with a modest contract size. British companies entered 181 tenders and secured 134 of them — the second-highest number of concluded contracts among all foreign bidders, and roughly 9% of every contract foreign companies won in Ukraine over the period. Yet those contracts account for only about 3% of total foreign contract value. The reason is the average ticket: at UAH 11.9 million per contract, Britain sits well below the UAH 33.6 million foreign average.
The activity also leans heavily toward direct, non-competitive procedures. Of 181 total procedures, 108 (about 60%) were non-competitive and 73 (about 40%) were competitive open-bid tenders — an even stronger tilt toward direct contracting than Germany's near-even split.
Britain's 35% competitive win rate sits below the ~40% non-resident average. Of its 73 competitive tenders, roughly 47 were unsuccessful.
Combined with a below-average contract value, this points to two clear improvement levers: raising the competitive conversion rate through compliance-ready bid preparation, and moving up-market into higher-value tenders where British companies are currently under-represented.

Foreign companies from 45 countries participated in 2,077 of them, securing 1,190 contracts worth a combined 47.7 billion UAH. Within this market, Great Britain ranks second by number of participating companies, with 72 companies generating UAH 1.6 billion in contract value at an average of UAH 11.9 million per contract.
