One shift stood out clearly in conversations with potential investors, businesses, and business associations at URC 2026 in Gdańsk. The questions have changed.
There were no longer questions about whether it is possible to do business in Ukraine. The questions were already on a different scale — practical, specific, focused on execution: how to implement a project most effectively, how to structure a market entry, which sectors offer the clearest path to a first contract.
That shift — from "is it possible?" to "how do we do it?" — is, in our view, what changed over the past year. Small steps, but investors are getting closer to Ukraine.

On 24 June 2026, the President of Ukraine signed the new Law On Public Procurement. Within nine months, Ukraine will implement new procurement procedures aligned with EU standards — which should meaningfully simplify market entry for foreign companies seeking government contracts in Ukraine.
Among the changes, one stands out as particularly significant for foreign investors: businesses will be able to propose technologically better or more effective solutions. The market is shifting from lowest-price selection to a price-quality evaluation model — a change that directly benefits international companies with strong technical offerings.
