On May 18–19, 2026, the large-scale Ukrainian-Polish-German Expert Forum 2026 took place in Wrocław, Poland, where leading experts discussed the strategic future of trilateral cooperation.
Our Managing Partner, Yuliia Popovych, had the pleasure of participating in the forum to present our recent evidence-based research: 'Foreign companies on public procurements in Ukraine From failure to success strategy.' The study examines the dynamics of foreign businesses entering the Ukrainian market and deep competitor analysis of Ukraine tenders, identifies key barriers in procurements, and provides strategic recommendations to facilitate market access.

Prozorro Data-Driven Insights: 2024–2026 Procurement Analysis

Our research covered Ukraine public procurement statistics Prozorro platform procurement data (via official Prozorro analytics module (BI Prozorro) for the 2024–2026 period. Additionally, we conducted a comprehensive analysis of procuring entities' tender documentation, participants' tender proposals, and proposal rejection protocols regarding companies from Poland and Germany.

Key Market Metrics: 2024–2026 Procurement Data

    Global Presence: Over the past two years, 611 non-residents from 45 countries participated in Ukrainian public procurement, reflecting a growing interest from those exploring non-resident participation in Prozorro.

    Financial Volume: The total value of signed contracts with foreign companies reached 47.7 billion UAH, spanning 1,190 successful tenders, which demonstrates the massive scale of the overall Ukrainian procurement market volume.

    Poland's Leadership: Poland became the absolute leader in terms of both the number of participants (81 companies) and total contract value, which amounted to 7.3 billion UAH, serving as a prime example of successful non-resident participation in Prozorro.

    Germany's Efficiency: Germany demonstrated outstanding performance, entering the top three leaders in the number of successful procurements with 101 tenders totaling 3 billion UAH, proving that international bidders can effectively overcome existing barriers for foreign bidders in Prozorro.

Tenders Competitor Analysis: The "Win Rate" & Contract Value Phenomenon

The study revealed that the win rate of foreign businesses in Ukraine is noticeably higher than that of local Ukrainian companies, offering essential data for any international firm building its market entry strategy for Ukraine:

Analyzing the average contract value proved to be a major revelation. In fact, Non-resident contracts value on Prozorro is 88 times higher (33.4 million UAH) than those of Ukrainian businesses (0.38 million UAH). This data clearly indicates that foreign enterprises successfully secure high-value contracts on Prozorro.
